Inside the Rules

Every month former MGA Senior Director of Rules and Competitions Gene Westmoreland will answer one question posed by the readers of the MGA e-Revision Newsletter (click here to sign up). Neal from Westchester County asked Gene the following Rules question:

Q: My caddie was tending the flagstick on a putt. As the ball neared the hole, he pulled out the flagstick. The plastic liner came out with the flagstick, was hit by the ball, and prevented the ball from going in. What is the ruling?

Gene responds:

See Decision 17/8. In short: If the liner was "moving" the stroke must be cancelled, the ball replaced and replayed. If the liner was not moving the ball must be played as it lies. If there was a question as to whether the ball was moving or not the ball must be played as it lies. Under either scenario there would be no penalty.
