MGA ANNOUNCES 2008 HANDICAP REVISION SCHEDULE

ELMSFORD, N.Y. (January 1, 2008) - Effective January 1, 2008, the USGA has authorized State and Regional Golf Associations to set Handicap Revisions during an inactive season. For example, an association that observes an inactive season from October 31st through March 31st, such as the MGA, could choose to revise USGA Handicap Indexes during that time period. These revisions cannot take place more frequently than once every two weeks, but are not subject to the “no less often than once a month” provision in Section 8 of the USGA Handicap System Manual. Also consistent with Section 8 is that all golf clubs within the region covered by an authorized Golf Association, whether or not members of the Association, must observe these revision(s), as well as other revisions determined by the Association. This new rule will allow those traveling to play golf in the winter (inactive season in the Met Area) to play with a more up-to-date and accurate USGA Handicap Index.

Starting in January 2008, the MGA will be conducting four inactive season revisions based on the schedule below. The New Jersey and Connecticut State Golf Associations will also be conducting inactive season revisions based on the same schedule. The addition of INACTIVE season revisions DOES NOT change the rules for score posting. Scores made in the Met Area during the inactive season (October 31, 2007 to March 31, 2008) are NOT ELIGIBLE to be posted. However, scores made in an area observing an active season, regardless of the season status here in the Met Area, must be posted. It should be noted that golfers and clubs must remain diligent, both in the active season as well as during the inactive season, in following the rules of the USGA Handicap System. These include following the official revision schedule, properly reporting scores and engaging in effective peer review.

The 2008 active season revision schedule will consist of 16 revisions (up from 14 in 2007) occurring every two weeks on Wednesdays from the beginning of April until the end of October. There will be no three week revisions in 2008. The full active season revision schedule is also listed below.

If you have any questions on this procedure, please feel free to contact Kevin Kline at the MGA at kkline@mgagolf.org or 914-347-4653, ext. 267.

Inactive Season Revisions

The USGA has approved Authorized Regional Golf Associations to update USGA Handicap Indexes during an inactive season. The MGA has scheduled four such revisions based on the schedule below and all clubs in the Met Area issuing USGA Handicap Indexes must follow this schedule. Inactive season revisions DO NOT change the rules for score posting and any score made in the Met Area during the inactive season (October 31, 2007 to March 31, 2008) is NOT ELIGIBLE to be posted. However, scores made in an area observing an active season, regardless of the status here in the Met Area, must be posted.
